AT&T Customer Profiling (iPhone 4s strange eligibility process)

Today Apple announced the all new iPhone 4s.

If you’re an AT&T customer and you are an early adopter that got the iPhone 4 last year at Jun-24-2010 you might be eligible for an early Oct 7 Pre-order.
The only problem is that AT&T rating their good customer differently and does not qualify Oct 14 eligibility for the new iPhone for everyone.
As far as readers informed me, there is 3 different dates for eligibility for customers that got the iPhone 4 at Jun 24 2010.
Rated A customers will be able to get the new iPhone 4s at Oct 14.
Rated B customers will be able to get the new iPhone 4s at Nov 25.
Rated C customers will be able to get the new iPhone 4s at Feb 25 2012.
* I don’t know if AT&T really rates their customers with letters, but they do rate customers in some way. how do you explain the differences in eligibility otherwise.
